Emergency Coordinator Duties
 The Emergency Coordinator:

1. Must be an ARRL member, to qualify under ARRL rules.

2. Must hold a current Section EC appointment defining the geographical area of the ARES unit's responsibility.

3. Shall promote and enhance the activities of ARES for the benefit of the public as a voluntary,
    non-commercial communications service.

4.Shall assume authority and responsibility for emergency response and performance by ARES
   personnel in his jurisdiction.

5. May appoint Assistant Emergency Coordinators.

6. Conducts/moderates ARES meetings.

7. Coordinates the activities of the AECs.

8. Calls ARES meetings as needed.

9. Collects and disburses ARES funds if no other ARES member is assigned that duty.

10. With the aid of the ARES Planning Committee, shall draft brief, specific ARES plans to fulfill
      community needs for emergency communication.

11. May recommend Official Emergency Station appointment candidates to the
      Section Manager/Section Emergency Coordinator.

12. Attends meetings with served agencies as needed to assist AECs.

13. Submits required ARES reports to District Emergency Coordinator and other ARRL officials.

14. If possible, may participate in press interviews.

15. Will define and document the duties of EC on an ongoing basis.

Assistant Emergency Coordinator
Purpose:  AECs assist and advise EC in the job of coordinating ARES activities.
Assignment: AECs are appointed by the EC to serve for an indefinite period. The appointment is confirmed 
by the issuance of an AEC certificate. Each AEC , in time will, be assigned a specific area of responsibility.
Qualifications: AECs must be an ARES member in good standing. AECs are not  required to  be  ARRL  members. The AECs should, however, meet  or demonstrate progress toward meeting the  other ARRL and  Section qualifications for an Official  Emergency Station appointment.  Attainment of the OES  appointment is highly encouraged for the AEC
Cooperation: AECs will assist each other in the execution of their duties.

 
Duties Assistant Emergency Coordinator-Contact
AEC - Contact:
 

1. Contacts perspective served agencies to determine requirements and methods of using Amateur Radio
    in their emergency operations. Try to establish a viable working relationship.

2. Serves as AEC in charge of operations for agencies not yet assigned their own liaison-AEC.

3. Periodically checks with served agencies to assure we are satisfying their needs. Reports any problems to EC.

4. Invites perspective served agency representatives to ARES meetings and activities.

5. Assists assigned AEC-Liaison in establishing a working relationship with served agency.

6. Works closely with AEC-Training to develop a product you are proud to represent.

7.Informs AEC-Training of requirements or requests of served agencies for ARES training.

8. Reports activities at ARES Planning Committee meetings.

9. Defines and documents duties of AEC-Contact on an ongoing basis.

Duties Assistant Emergency Coordinator-Net Manager
AEC-Net Manager:
 

1. Establishes an emergency traffic plan using the National Traffic System as one active component
    for traffic handling. He establishes an operational liaison with local and section nets.

2. Determines time and frequency of local ARES net.

3. Obtains permission to use repeaters for ARES activities.

4. Shall either be NCS or assign other ARES members to be NCS for ARES nets.

5. Determines requirements to be met to qualify for an ARES net certificate and endorsements and
    maintains records necessary to determine when ARES members meet those requirements.

6. Processes net certificates and endorsements.

7.Assigns NCS duties so that stations can qualify for NCS endorsements for net certificate.

8. Distributes current net roster to all NCS stations.

9. Files monthly net reports with Missouri Section Traffic Manager

10.Establishes net operation procedures and works with AEC-Training to promote those procedures.

11. Works with AEC-Training to conduct on-the-air training and exercises.

12. Reports on activities at ARES Planning Committee meetings.

13. Defines and documents duties of Net Manager on an ongoing basis.

Duties Assistant Emergency Coordinator-Personnel
AEC-Personnel:
 

1. Maintains current roster information on all enrolled ARES members.

2. Allocates and assigns personnel for effective utilization in case of an emergency. Will brief personnel
    to the extent required to assure arrival at the proper place at the proper time with the proper equipment.

3 .Shall be responsible for recruitment, unless another ARES member has that duty.

4. Shall determine telephone and other ARES alerting procedures. Will assign alerting duties and
    distribute call-up lists.

5. Prepares ARES membership cards for EC's signature.

6. Reports membership statistics to EC for monthly and annual ARES reports.

7. Informs Net Manager of changes in membership for net roster.

8 .Reports personnel activities at ARES Planning Committee meetings.

9. Defines and documents the duties of AEC-Personnel on an ongoing basis.

Duties Assistant Emergency Coordinator-Liaison (Agency)
AEC-Liaison:
 

1. Establishes a working relationship with served agencies.

2.Formulates written memorandum of understanding with agency where appropriate.

3. Shall attend appropriate meetings of the agency.

4. Shall attempt to have ARES incorporated into the emergency plans of the agency.

5. Shall attempt to involve ARES in the exercises and drills of the agency.

6.In times of disaster, evaluates the communication needs of the agency and report it to EC.

7. Shall be in charge of ARES operations involving the agency.

8 .Shall inform AEC-Training of training requested, required or offered by the agency.

9. Reports activities at ARES Planning Committee meetings.

10. Defines and document the duties of ARES liaison for the agency on an ongoing basis.

ARES Planning Committee
Purpose: To create write and implement ARES plans. develop local ARES operating Act as advisors to EC.
Composition: Core group is the EC and AEC's. Also may include representatives of served agencies. representatives of other ARES units and other emergency radio systems  may be included.
Meeting: Scheduled by EC as needed when entire core group can meet. Meetings will be held at least four times per calendar year. Meetings will be no more frequent than one per month.  In the event of an emergency, additional meeting may be called.
Assistant Emergency Coordinator Duties-Public Relations
AEC-Public Relations:

1. Acts as ARES liaison with public relation personnel of served agencies.

2. Acts as media contact and is responsible for sending out press releases and giving  interviews to the press.

3 . Acts as public relations advisor to EC and other AECs.

4. Works with AEC-Contact to develop or provide materials for presentations to officials.

5. Coordinates, with AECs-Liaison, the invitation of served agency representatives to ARES meetings
    and activities.

6. Reports public relations activities at ARES Planning Committee meetings.

7. Defines and documents duties of AEC-Public Relations on an ongoing basis.

Duties Assistant Emergency Coordinator-Training
AEC-Training:
 

1. Develops and conducts training at ARES meetings and on the air to fill special skill requirements
    of members as needed.

2. Secures or produces any necessary training or reference materials.

3. Arranges for speakers at ARES training meetings.

4. Leads ARES Planning Committee in planning for SET exercises.

5. Conducts critiques on all ARES exercises.

6. Coordinates with AEC-Contact and AECs-Liaison to provide training required or requested
    by served agencies.

7. Coordinates with Net Manager and other AECs involved in order to conduct training exercises.

8. Works with AEC-Personnel in the development/changes in the telephone alerting system and
     conducts periodic exercises testing the system.

9. Reports on activities at ARES Planning Committee meetings.

10. Defines and documents duties of AEC-Training on an ongoing basis.
